The majority of users have been "good citizens" and have been flagging other users' consistently, but there is a large segment who seem to want other people to flag their "pet peeve" postings, but are not reciprocating for other users.
Everyone has to pitch in. Before a user can submit postings for consideration, they must participate by flagging other users submissions.
On a similar vein, newly registered users have to flag for a day or two before they will build up enough "karma" before they can submit postings for consideration. This gives them a chance to see how postings ought be classified and to familiarize themselves with the site.

To put postings that some users have decided deserve extra scrutiny in front of an audience willing to scrutinize them.
To join together to remove postings that clutter up Craigslist and are in violation of CL Terms of Use.
Users browse craigslist just like they always do. When they come across a posting that is in violation of the Terms of Use, they use a bookmark tool to add it to our database.
At the same time, users can come to our clearing house page which allows them to see the original CL posting that attracted attention, and, should they agree that the posting is in violation, give it the Fickle Finger of Fate. At the same time they are invited to feedback into the flaggers.org system whether they thought the posting was flagworthy or not.

As you browse craigslist, try to see the ad from the poster's point of view. Assume at first that everyone is a good neighbor and is trying to correctly classify their posting. Do not go searching for the most minute discrepancy with a posting - give the poor guy or gal who posted the benefit of the doubt.
Flagging is between you and CL - I have no way of knowing which postings you actually flag, nor do I care - each user is encouraged to vote their conscience, in keeping with the ToU as they interpret it. I cannot reiterate that enough -- only *you* are responsible for what you choose to flag.

Browse craigslist as you normally do - when you come across a posting that you feel deserves removal, click the bookmark. This will take you to a page with several reason codes, each of wich will eventually redirect you back to the original craigslist posting, so that you can apply a flag.
